FILE 01 The Legend

The building at 21 West Bay Street opened in 1821 as the City Hotel, Savannah's first purpose-built hotel, and closed in 1864 as war emptied the city; afterwards it spent decades as offices and a coal warehouse, then stood empty into the 1980s — an abandonment that, in Savannah's ghost economy, is how a haunting is incubated. Reborn in 1999 as the Moon River Brewing Company, it brought the beer back to a building whose guest ledger had never really closed: the canon centres on Toby, a basement presence guides describe as a former servant with a hatred of the living, credited with the house's roughest incidents — bottles hurled from shelves, and a 2010 worker who said he was throttled by an unseen hand in the cellar, a story the Savannah Morning News' savannahnow site has reported alongside the flying bottles. Upstairs the gentler dead: a woman in white said to walk the upper floors, a child heard running on the third storey, and figures in the derelict-top-floor windows. The house's fame was sealed early by the Ghost Adventures crew, who made the brewery one of their notorious lockdowns, and Savannah's tour industry — America's most haunted city, by its own cheerful admission — keeps the taps of ghost tourism flowing past the door.

FILE 02 The Sightings Log

The house file: bottles leaving shelves on their own, witnessed by staff and patrons; the basement throttling incident of 2010; shadow figures on the stair to the abandoned upper floors; a woman in white in second-floor windows; and a child's footsteps overhead where no child has been for a century.

FILE 03 The Skeptic’s File

The building's history is documented and its abandonment real; the ghosts arrive with the ghost-tour trade that anchors Savannah's economy — the 1821 hotel's register of named spirits is a modern construction, and Toby's biography is a tour script. Low light, old timber, live crowds and strong suggestion account for most of the file. What's genuinely historic is the building itself: one of Savannah's first hotel survivors, back in business with its mythology priced in.
